MOA International was founded in 2018 and is led by an enterprise architect and regulated executive with a 30-year track record building mission-critical banking and payment platforms across Australia, New Zealand, Greater China, and Europe.

Our Principal Architect is one of the few practitioners equally fluent in technical implementation and board-level governance. He has held three Australian Financial Services Licences (AFSL) as Responsible Manager, registered two New Zealand Financial Service Providers (FSP), served as Director and COO (Australia) of a global Tier-1 payments group, and founded two CySEC-regulated Investment Firms in Europe — bringing first-hand authority to high-throughput transacting, zero-downtime migrations, and AML/CTF alignment.

What is Independent Verification & Validation (IV&V)?

IV&V is a client-side technical audit performed by an advisor with no commercial stake in the outcome. We review vendor proposals, architecture decisions, and delivery milestones on your behalf — before you sign and while the programme runs — so the solution serves your roadmap rather than a vendor’s sales agenda. Because MOA International earns no reseller commissions, our assessment is conflict-free.

What does a COTS integration consultant actually do?

Commercial off-the-shelf (COTS) software rarely fits a regulated enterprise out of the box. We select best-of-breed components, design the API middleware that connects them to your existing estate, and manage the cutover — delivering high-throughput payment processing without the cost and risk of building from scratch, and without locking you into a single vendor.

Can you help a digital asset exchange obtain an AFSL under the DAF Act?

Yes. Ahead of the DAF Act’s April 2027 commencement, we prepare and stress-test AFSL applications for digital asset exchanges and tokenised custody providers, and map their operations to ASIC’s RG 133 custody and RG 105 organisational competence standards. Our Principal Architect has held three AFSLs as Responsible Manager, so the application is built from first-hand licensing experience rather than templates.

How do you migrate legacy Oracle or mainframe systems without downtime?

We stage the migration behind an API layer: the legacy Oracle or mainframe estate keeps serving production while data is reconciled into the target sovereign-cloud platform, then traffic is switched over in controlled, reversible increments. Data integrity and AML/CTF obligations are verified at every stage, so there is no big-bang cutover and no service interruption for customers.
